I cannot write a description of "Plant Engineer WFD" based on the text provided. The website content is entirely from the City of Worcester's municipal government website and contains no information about a company called Plant Engineer WFD, what it does, or its services. To create an accurate business referral directory description, I would need access to the actual Plant Engineer WFD website or company information.
