I cannot provide the requested description. The website text provided is for Roger W. Allison, an individual business consultant and growth advisor, not for a company called "Smartlink Mobile Systems" based in Durham, United States. The text contains no information about Smartlink Mobile Systems, mobile systems services, or Durham operations. To write an accurate description, I would need the correct website text for the actual company you wish to feature.
